Biography
Dr. James M. Halley currently is a self employed educational, management and financial consultant. He served as the Superintendent of Schools in North Kingstown, Rhode Island, from July, 1995 through May, 2007.
Dr. Halley was previously employed by the Department of Defense Dependent School system since the fall of 1973. He has served as a social studies teacher and department chairperson at Frankfurt American High School, as principal of Delmenhorst Elementary School, as assistant principal at Kaiserslautern American High School, and as the principal of Aschaffenburg Elementary/Junior High School. He served as district superintendent of theDoDDS schools on Okinawa from December 1988 to June 1995. Prior to joining DoDDS, he completed four and one half years of military service with the U.S.Navy. He has also taught at Oyster River Middle School in Durham, New Hampshire.
Dr. Halley is a graduate of the State College in Bridgewater, Massachusetts, where he received a B.S. Ed., with majors in History and English. He studied Colonial American History at the graduate level at the University of New Hampshire, and completed his Masters and Doctorate in educational administration with the University of Southern California. His dissertation deals with employer-employee relations. He has published in The School Administrator, and has delivered presentations at national conventions for the National Association of Gifted Children, the American Association of School Administrators, and the National School Boards Association.
Dr. Halley is an active member of the American Association of School Administrators, the National School Boards Association, the Association for the Supervision of Curriculum Development, and Phi Delta Kappa and their local affiliates. He served as President of the Okinawa chapter of PDK. He is a past president of the Federal Managers’ Association. He is a past president of the Rhode Island Association of School Administrators, past chair of the Southern Rhode Island Regional Collaborative Committee and past co-chair of the North East Superintendents’ Leadership Council. He has served as an officer and member of the board of directors of RINET and the North Kingstown Chamber of Commerce Board. He currently serves as a board member of the Narragansett Council of Boy Scouts of America. He served as a board member of the European Congress of American Parents, Teachers and Students from 1976 to 1988, and is a past president of that organization. He isa founder of the Pacific Congress of American Parents, Teachers and Studentsand has served as a consultant to the National PTA Board of Directors. He served as a member of the Okinawa Board of Directors for both the West Pacific Girl Scouts and the Far East Boy Scouts.

Dr. Halley was named as Educator of theYear by both the European Congress of Parents, Teachers and Students and the European Chapter of Phi Delta Kappa in 1986. In 1988, he was selected as one of the fifty-seven Distinguished Principals in American Education by the U.S. Department of Education. Aschaffenburg American School was also selected for recognition in the Elementary School Recognition Program for schools of excellence. In 2007, Dr. Halley was selected as the Rhode Island Superintendent of the Year by AASA. North Kingstown High School was selected for silver recognition by U.S. News and World Report. Kathy Mellor, a North Kingstown teacher, was selected as national Teacher of the Year in 2005.
Dr. Halley has been married to the former Joan Plummer since June 1967. Their child, Jessica, was born in 1982.
Leadership for Learning Accomplishments
James Halley served as Superintendent for the NorthKingstown Schools from 1995 to 2007. Following is a summary of his accomplishments.
In the area of Leadership for Learning, James Halley has brought the North Kingstown school system to the forefront of educational achievement in the state of Rhode Island. Through the use of systems in the areas of instructional improvement, curriculum improvement, professional development, school improvement, parent involvement and technology, a climate of continuous improvement has been established throughout the North Kingstown School Department. This climate has led to higher achievement by students in all areas. On the average, in 2007, all North Kingstown schools have met or exceeded the 2011 No Child Left Behind student achievement targets. The gap between the performance of regular education students and students with special needs has been closing and is the smallest in the state. The North Kingstown Schools have served in a leadership role in the state and region in the areas of technology, school improvement and results based guidance programs. During Dr. Halley’s tenure three North Kingstown Principals have been selected as Rhode Island Principal of the Year. Four teachers have been selected as Rhode Island Teacher of the Year with one teacher being selected as Rhode Island’s first National Teacher of the Year. Dr. Halley was selected as the Rhode Island Superintendent of the Year in September 2006. North Kingstown High School was recently selected for Silver Recognition by U.S. News and World Report as one of the top high schools in the nation.
Dr. Halley’s Leadership for Learning extends beyond the district. He has served on statewide task forces for the improvement of education established by the Governor and the Department of Education. He served as co-chairperson of the North East Superintendents Leadership council, a partner in Brown University’s Educational Alliance. He has chaired a group representing RISSA, technology educators, RINET, the Education Alliance, RIDE, and URI in pursuing the implementation of a statewide data system to track and improve student achievement. Twenty school districts joined in a partnership to adopt a single Student Information System. Dr. Halley also has served as SORICO representative and secretary on the RINET Board of Directors. He served two years as Chairperson of the SORICO board of directors of which he had been a member for twelve years.
Dr. Halley demonstrates excellent Communication Skillsboth verbally and in writing. Throughout the year, he created newsletters called Halley’s Comments which were distributed to the parent community and printed in local newspapers. He has published articles and papers at thelocal and national levels. He has served as a reviewer of educational leadership publications for Corwin Press. He has made presentations at the national level at conferences for the AASA, NSBA and National PTA. He has served as a moderator, panel member and presenter at the annual meetings of the Rhode Island School Superintendents, Rhode Island Association of School Committee and the Newport Conference for the North East Superintendents Leadership Council.
Dr. Halley has been an active member of the Rhode Island School Superintendents Association throughout his tenure as Superintendent. He served as President of RISSA. He has served on the board of directors for twelve years as a regional representative and in the elected offices of Secretary and Vice President, President Elect and President. He has chaired the Annual Meeting Program committee for two years. He has also served as chair of the Data Driven Reform Goals committee. Dr. Halley has been a member of theAmerican Association of School Administrators since 1979.
Throughout his career Dr. Halley has demonstrated acommitment to the education profession through his involvement in professional organizations and his dedication to his development as an educator. Dr. Halley belongs to and is active in AASA, NSBA and ASCD as well as their state affiliates. He has attended and presented in the national conferences of AASA and NSBA. He has attended and participated in the conferences of RISSA/RIASC and the NESLC. He represented RIDE at the U.S. Secretary of Education’s Leadership Summit. In 2004, he attended the National Education Association Challenge of Change Conference. North Kingstown administrators and school committee members conduct yearly retreats to study educational issues and plan initiatives. In the past he has taught courses at the university and graduate levels.
Since coming to Rhode Island, Dr. Halley has continued a lifetime commitment to Community Involvement. For the past fifteen years, he has been an active member of the North Kingstown Rotary Club, serving two terms as President and has been a member of the Board of Directors for the past ten years. He has been recognized for his service as a Paul Harris Fellow. He is also an active member of the North Kingstown Chamber of Commerce and has served as a member of the Board of Directors for twelve years. Dr. Halley also serves on the Narragansett Bay Council of the Boy Scouts Board of Directors as Vice President for Learning for Life. He has served on the board of directors for the Rhode Island Educational Partnership, an off shoot of the Business Education Partnership. He has been active with the Saratoga foundation and the development of educational programs to be implemented in the Saratoga Museum when it is established.

As Superintendent of Schools of the North Kingstown school, from 1995 though 2007, Dr. Halley was responsible for the completion of the following facility projects. His leadership in these projects enabled him to develop a complete and thorough knowledge of Rhode Island Department of Education and State facility requirements as well as the implications of local and state rules and regulations in the building of school facilities.
- The technological capability of the school system was expanded and modernized. All classrooms have computers and high speed Internet access in support of instruction. All teachers have e-mail accounts. Technology has become a common and integral part of the instructional program. North Kingstown students became increasingly comfortable and sophisticated in their use of technology in support of their learning. North Kingstown operates one of three decision centers in the state.
- As a result of the construction of an entirely new $35 million, 240,000 square feet facility and adjacent sports complex, North Kingstown high school students are receiving their educational programs in a state of the art building and utilizing a top notch athletic facility to participate in interscholastic competitions.
- Major additions were constructed on Hamilton, Quidnessett and Stony Lane Elementary Schools.
- Parking lots, curbing, fire alarm systems, lighting improvement, networking systems, roof and numerous other improvements have been completed in all of the North Kingstown schools. These improvements of the North Kingstown facility infrastructure have resulted in a district with buildings and facilities that are among the best in the state.
- A long term plan was developed to insure that all North Kingstown schools meet the future programmatic needs of the children of the district.

Educational Consultant 2007 – pres.
I assisted in the establishment of CRH Consulting, a collaboration of over fifty educators. We have worked with McGraw-Hill in developing assessment programs for New York City and 20 states. We are currently working with USAID and the American Institutes for Research in developing and implementing national standards for education for 40 million students in Pakistan. We completed a comprehensive needs assessment of the educational program in PuertoRico for the Puerto Rican Senate. We have completed a project for textbook selection and criteria for a professional development academy in Egypt. I have worked with the American Association of School Administrator as a Superintendent Field Representative for coordinating the implementation of Ready By Twenty One in School Districts throughout the United States. I servedas Interim Superintendent of Schools for Foster, Rhode Island in the spring of 2009.
